The right first hire is determined by what currently prevents Brazil from moving. If accounts are clear but no one follows up, the constraint is different from a market where technical validation is killing deals or providers lack coordination.

Separate market ownership from prospecting
A Country Manager solves broad accountability; a BDR solves account penetration; an Account Executive solves closing capacity. Combining them by default can create a job no candidate can perform exceptionally.
Does the market need someone to decide across functions, or primarily someone to execute one commercial motion?
Define primary and secondary outcomes and reject job descriptions with five unrelated primary mandates.
Use current evidence to choose seniority
Seniority should correspond to decision complexity and customer level, not the symbolic importance of Brazil. A senior leader doing mostly list research is expensive underutilization; a junior seller asked to build country strategy is underpowered.

Move low-leverage operational tasks to providers or an execution layer and protect the role’s primary capacity.
Recruit for bridge capability
The first hire often needs to translate between a global HQ and Brazilian customers or providers. Communication, judgment, autonomy and ability to explain Brazil without mystifying it can be unusually important.
Can the candidate turn a messy local situation into a concise recommendation that HQ can act on?
Include a case interview that requires market judgment, stakeholder communication and explicit trade-offs.
Define the next-role trigger at the same time
A good first hire will expose the second constraint. Setting the trigger early helps HQ avoid both premature team-building and keeping one person overloaded too long.
