Define the executive decision and the population, geography and time period it concerns.
Search primary and official evidence first; use independent market sources where official data cannot answer the question.
Record source, publication date, observed period, geography, units and access date before transformation.
Normalize currencies, periods, units and definitions without hiding the original observation.
Label every material claim by evidence type so readers can distinguish facts from interpretation.
Triangulate material claims when a single source is insufficient or commercially interested.
Publish methodology, assumptions, sample constraints and limitations next to the conclusion they affect.
Version meaningful changes, set a review date and correct or retire stale material rather than silently preserving it.

Facts are not estimates.
Material claims carry a label that preserves what kind of knowledge they represent.
Update & correction
Material numeric research receives a stated observation period and review date. If a source becomes stale, unavailable or contradicted by stronger evidence, the asset is corrected, versioned or retired.
